Market infrastructure in the United States is being updated to support digital assets across the trading lifecycle. Clearing, custody, settlement, and trade execution capabilities for crypto assets are increasingly being integrated within the regulated securities framework, while DTCC is actively developing infrastructure to support the tokenization of traditional securities.

For securities industry professionals, these developments have practical implications: How will firms access digital markets? What will trading and post-trade workflows look like? Which functions can operate through existing brokerage infrastructure—and where will new technology be required?

STANY Emerging Leaders Summer Bash Brings the Industry Together

STANY’s Emerging Leaders Summer Bash returned on August 12 for another great evening of networking, friendly competition, and summer fun at SPIN Flatiron.

The event brought together Emerging Leaders, interns, seasoned industry professionals and friends of STANY for a relaxed evening away from the office. With ping pong, cornhole, giant Jenga and shuffleboard in the mix, there were plenty of opportunities to connect—and a little healthy competition along the way.

One of the goals of STANY’s Emerging Leaders program is to create opportunities for the next generation of financial services professionals to build relationships not only with their peers, but also with more established members of the industry. The Summer Bash did exactly that, bringing professionals at all stages of their careers together in an informal setting where conversations and connections came easily.

It was especially exciting to see so many young professionals and interns participating and getting to know the broader STANY community. Events like the Summer Bash are an important part of our continued effort to welcome new people into the organization and help develop relationships that can grow throughout their careers.

SEC and Regulatory News

SEC Signals a New Regulatory Direction

The SEC’s regulatory priorities are coming into sharper focus, and the message for market participants is clear: change is underway.

Under Chairman Paul Atkins, the Commission has emphasized modernizing existing rules, encouraging capital formation and innovation, and developing regulatory frameworks that better reflect how today’s markets operate. That approach is evident across the SEC’s 2026 agenda—from proposed changes to equity market structure to a significant new framework for crypto assets.

On August 18, the SEC proposed Regulation Crypto Assets, designed to create a tailored securities offering framework for certain investment contracts involving crypto assets. The proposal follows interpretive guidance issued by the Commission in March addressing how federal securities laws apply to crypto assets and related transactions.

The proposal includes two new registration exemptions: a startup exemption allowing offerings of up to $5 million over four years and a fundraising exemption permitting offerings of up to $75 million in a 12-month period. Both would include disclosure requirements, while larger offerings would be subject to additional financial and ongoing reporting requirements.

Perhaps most noteworthy is a proposed safe harbor intended to provide greater clarity about when a crypto asset associated with an investment contract would no longer be treated as subject to that investment contract. Chairman Atkins described the broader goal as creating “fit-for-purpose” regulation that supports innovation while maintaining core investor protections.

Crypto, however, is only part of a much broader regulatory shift. The SEC is also reconsidering longstanding requirements affecting market structure, capital formation, investment advisers, broker-dealers and public companies. For the trading community, that includes the Commission’s June proposal to eliminate Regulation NMS Rule 611’s trade-through prohibition and restrictions on locked and crossed markets.

Taken together, these initiatives suggest a Commission focused on recalibrating the regulatory framework for modern markets; asking whether rules developed for an earlier era remain appropriate and where more tailored approaches may encourage competition and innovation.

For STANY members, the coming months will be important ones to watch and potentially opportunities to weigh in as these proposals move through the rulemaking process.
